Brisbane City Council exorbitant penalties

I was 11 minutes late to get my car from a parking spot that turned into a taxi zone after 7pm. the signage indicating that it would turn into a taxi zone was behind a tree and out of view. My penalty was $100 which is ridiculous. They seem to be able to charge irresponsibly without limit. How the hell can they justify a minor infringement like that to be $100?!??
