It blocks things for expatriates such as dating sites
but the local dating sites are open, how strange! but who is behind all this

we cant go to certain websites because its against Australia culture - local dating and crack sites open

The reason for this is that blocked site list is semi-outsourced through a US-based (or Canada-based) net censorship company, so they tend to list more English-language than Australian-language sites.

At least as it has been explained to me.
